This should only be a concern if you're trying to access a plain HTTP site as HTTPS already encrypts end to end. I'm not sure how you'd connect to a VPN from Tor, but yes, that'd likely work, however the VPN provider and all the hops between it and the target server would still see all traffic in plain.
